Pursuant to Article 23 of the Federal Law No. 152-FZ of July 27, 2006, On Personal Data, the Competent Authority for protecting the rights of personal data subjects in the Russian Federation is a federal executive authority performing control and supervision in information technology and telecommunications.

At present time the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor), namely the Department of Protecting the Rights of Personal Data Subjects of Roskomnadzor, is the Competent Authority for protecting the rights of personal data subjects.

The Statute on the Federal Service for Supervision of Communications, Information Technology, and Mass Media was approved by the Resolution No. 228 of March 16, 2009, of the Government of the Russian Federation.
