Defended a Ph.D. thesis “Healthy Lifestyle Promotion” (January 2004).

Graduated from the Russian Presidential Academy of National Economy and Public Administration, Legal Department (2006).

1998-1999, Adviser to the Chairman of the board in RIA Vesti.

1999-2004, Spokesman for the Ministry of Health of the Russian Federation.

2004-2006, Aide and later Spokesman of the Chairman of the Government of the Russian Federation Mr. Fradkov M. E.

2006-2007, Deputy CEO of All-Russia State Television and Radio Broadcasting Company Federal State Unitary Enterprise.

2007-2008, Head of the Public Relations, Information and Protocol Department of the Government of the Russian Federation.

Since 2008 - Deputy Minister of Communications and Mass Media of the Russian Federation.

Since May 3, 2012 - Head of the Federal Service for Supervision of Communications, Information Technology, and Mass Media, appointed by the executive order No. 702-r of the Chairman of the Government of the Russian Federation Vladimir Putin.

Graduated from the Moscow Psychological Social Institute with a degree in jurisprudence (2003).

Graduated from the Russian Presidential Academy of National Economy and Public Administration with a degree in state and municipal management (2009).

1999 - 2004, worked in in the Internal Affairs Agency.

2004 - 2008, was in the government’s employ of the Federal Tax Service.

2008 - 2012, Head of the Regulatory Affairs Department, Deputy Head of the Administrative and Regulatory Affairs Department of the Federal Service for Supervision of Natural Resource Usage (Rosprirodnadzor).

2012 - 2013, worked in entities affiliated to Roskomnadzor.

Since October 2013- Head of the Legal and Methodological Support Division of the Protecting Rights of Personal Data Subjects Department of Roskomnadzor.

Since March 12, 2013 – Deputy Head of Roskomnadzor.

State Councillor of the Russian Federation, 3rd grade.

2010, was awarded the Medal of Merit of the Federal Bailiff Service.
