International Activities

Currently Roskomnadzor as the Competent Authority for protecting the rights of personal data subjects in the Russian Federation has all the necessary resources for protecting the rights and legitimate interests of personal data subjects.

In the international sphere, the Competent Authority for protecting the rights of personal data subjects participates in international conferences, and negotiations on international cooperation agreements projects.

Roskomnadzor takes part in the activities of the Central and Eastern Europe Data Protection Authorities (CEEDPA). The Competent Authority supported the PHAEDRA project initiated in Europe in the beginning of 2013, which is aimed at coordinating the efforts of national competent authorities in protecting our citizens' privacy rights.

The Russian Competent Authority intends to fully participate in the International Conference of Data Protection and Privacy Commissioners (the 35th Conference was held in September 2013 in Warsaw).

In addition, since December 2012, the Competent Authority has been maintaining continuous contact with Eurojust. Roskomnadzor's representatives joined the interdepartmental working group for implementing the "Common steps towards visa free short-term travel of Russian and EU citizens." The Service is also involved in implementation of certain measures within preparation for the Russian Federation joining the Organization for Economic Cooperation and Development (OECD).

In order to curb illegal activity of Internet resources outside the Russian Federation, Roskomnadzor collaborates with foreign competent authorities and domain name registrars. In total, as a result of considering the materials sent by the Russian Competent Authority, its foreign colleagues discontinued delegation of 50 domain names, and in almost 40 cases the information containing personal data was removed.

With the support of the Ministry of Communications and Mass Media of the Russian Federation, Roskomnadzor has been annually holding the International Conference "Personal Data Protection" since 2010.

The Conference turned to the successful approach to come up with effective solutions for personal data problem areas and promotion of efficient mechanisms for collaboration between foreign competent authorities for protecting the rights of personal data subjects.
